Ask an engineering lead, a land specialist, and a program manager at the same utility to describe the status of the same project, and you’ll often get three different answers. Not because anyone is wrong. Because each of them is looking at a different piece of the project, updated at a different time, in a different tool.
Engineering knows a capacity study came back with a flag last week. Land knows a wayleave is still pending signature. The program manager, the person who actually has to answer for the timeline, may not know either of those things yet, because neither has made it into a status update.
This isn’t a communication problem in the usual sense. Nobody is failing to send an email. It’s a structural problem: the project doesn’t have one home. It has three, and they don’t talk to each other automatically.
The cost shows up later, not immediately
A gap like this rarely causes damage right away. The engineering flag from last week doesn’t blow up the timeline today. It sits, unresolved, until it collides with something else, a permitting deadline, a capital planning cycle, a board update, and by then it’s not a flag anymore. It’s a delay with a paper trail nobody assembled in time to act on it.
Ask most program managers how they’d catch this earlier and the honest answer is usually a status call. A recurring meeting where everyone reports what they know, and the program manager reconciles it by hand. That works, until the portfolio grows past the point where anyone can hold forty projects’ worth of separate updates in their head at once.

Three systems of record are the same as none
The instinct is often to fix this with better reporting: a sharper spreadsheet, a more disciplined update cadence, a dashboard someone builds and maintains manually. Those help at the margins. They don’t solve the underlying issue, which is that engineering, land, and program management are each authoritative for their own piece of the project and nobody’s piece is connected to the others in real time.
A spreadsheet updated weekly is still a snapshot. The gap between snapshots is exactly where things go wrong.
What closes the gap
The fix isn’t asking any of these three teams to work differently day to day. Engineering should keep doing engineering. Land should keep doing land. What needs to change is where their updates land: one shared record that reflects a change the moment it happens, visible to all three teams and to whoever is rolling this up for leadership, without anyone needing to ask.
That’s the difference between finding out about a problem in a status meeting three weeks from now and seeing it the day it appears.
