A PLTE System of Record in Days, Not Months

How long should it take to get a PLTE program onto a proper system of record?

For many utilities, the honest answer has been months. Requirements gathering, configuration, testing, data migration. Each step is reasonable on its own. Added together, they put the system of record at the far end of the program, long after the rollout has started.

The months are the real cost

While the system is being set up, the rollout doesn’t wait. Sites get surveyed, upgraded and handed over, and the status of each one is recorded wherever is closest to hand: a spreadsheet, an inbox, a field team’s notes. Leasing, network and ops each keep their own version of what’s on a site, and nobody is yet working from one.

So the setup period isn’t neutral. It’s months of information accumulating in the places the new system is meant to replace, and every one of those entries will need to be found, checked and moved across later.

Drift builds from day one

A program running on spreadsheets doesn’t stay still while it waits. The record drifts. A capacity change doesn’t reach the commercial record. A site is decommissioned informally. A completed upgrade shows as pending for three weeks because nobody logged it. None of these looks serious when it happens. Together they become the clean-up job at the end of the setup period: reconciling what the program said against what the program did.

That clean-up is where the real cost sits. An error found at the baseline is a correction. The same error found after crews are scheduled is a re-plan, and found at handover it’s a missed commitment. The error doesn’t change. What it costs to fix multiplies with every month it survives, and a slow setup guarantees plenty of months.

What three days looked like

It doesn’t have to take that long. On an oil and gas private network, Sitenna had the program live in three days. More than 50 sites were baselined and upgraded in six weeks by the delivery lead.

The point isn’t the specific numbers. It’s the sequence. The program was running on a proper record while it was still early enough for the record to matter, so the baseline was built as the work went on, not reconstructed after the fact.

What gets set up with you

Speed comes from not starting with a blank page. We set up your site templates, workflows and baseline with you, so your team is working on one record from the start instead of waiting for a configuration project to finish.

That means the four sources a baseline depends on, leasing and commercial, network, field and ops, and permitting, are brought into one view, with clear rules about which source governs which fact. It also means the starting point is honest. A baseline that names its known gaps lets a team begin resolving them. A baseline presented as clean only hides them until they show up as delay.

Start small if you want to

Getting live quickly doesn’t have to mean a big-bang rollout. Many teams begin with a pilot, a single region or a handful of sites, and see how the record behaves under real use before extending it. The question to ask isn’t whether the whole program can move at once. It’s how soon the first part of it can be working from one record.

Where we come in

Sitenna’s Management Cloud is built to make this setup fast rather than painful. It consolidates leasing, network, field and permitting data into one view, tracks execution close to the moment work happens, and captures updates from EPCs, attachers and landowners directly, so reporting comes out of the record instead of being assembled from it. For utilities that want hands-on help, our partnership with West Monroe pairs the platform with implementation expertise, including integration with existing GIS, work management and enterprise systems, so the transition is quick and doesn’t get in the way of live operations.

The sooner the record is live, the less there is to clean up later.
